Find a friend or relative who has a computer with a DVD drive, and have him him copy the DVD to a thumb drive for you. Buy an internal DVD drive and install it or pay to have it installed by a technician into your computer. This will work with most desktop computers, but not with laptops. Also, especially if you have to pay to have it installed, it may not be worth the expense and either of the above choices would be better. DVDs and CDs are much less commonly used these days than just a few years ago, put personally, I still want to have a drive on my computer.

The Microsoft Works 99 can only be installed using the disc. Aside from that, it is very old software that is no longer support by Microsoft so even if you were able to install it, there’s no assurance that it will work properly or work at all.
