If you have made a Note it does stay on the screen and when you reboot it is still active. You do not loose the note unless you trash it. So to me that means it runs in the background until you do not have an active note. The icon on the taskbar is just to let you know you have an active note that sometimes is covered by another window or app and you can click on it to move it to the front of any window to see it.
